[시사뉴스 정윤철 기자]  울산시가 민선8기를 맞아 공공기관 경영효율화 방안 연구용역 결과, 6개 공공기관을 3개로 통폐합하는 것이 효율적인 것으로 분석됐다.

  

이번 연구는　‘새정부　공공기관　혁신가이드라인’에　따라　공공기관들의　유사ㆍ중복　기능에　따른 행정낭비와 비효율성을　제거하고,　합리적인 기능 조정 방안을 마련하기 위해 울산연구원에 의뢰하여 이뤄졌다.

  

연구대상은 ‘22년 경영평가 시 ’다‘ 등급 이하를 받거나, 최근 3년간 경영평가 결과 ’라‘ 등급 1회, ’다‘ 등급 2회 이상을 받은 공공기관으로 기능과 사업의 유사ㆍ중복성을 중점 검토했다.

  

연구결과 공공기관 효율화를 위한 통폐합 방안은 다음과 같다.

 

먼저, 울산문화재단과 울산관광재단을 ^(가칭)울산문화관광재단으로 통합한다.

 

두 기관은 서비스 대상ㆍ사업 추진방향이 유사하고, 각종 사업들을 연계ㆍ통합 시 문화ㆍ관광의 융복합을 통한 상승(시너지) 효과가 상당히 클 것으로 기대됐다.

 

정량적으로는 인건비 3억 1,000만 원, 운영비 5억 9,000만 원 등 연간 9억 원의 예산이 절감되고, 1인당 매출액과 총 자산액은 5.3% 증가되는 것으로 나타났다.

 

울산일자리재단과 울산경제진흥원은 (가칭)울산일자리경제진흥원으로 통합한다.

 

두 기관은 ‘기업대상 자금지원’ 사업이 중복으로 통합이 필요하고, 설립목적 사업들의 궁극적인 목적이 고용유지 및 고용촉진으로 연계ㆍ통합 시 경제적 효율성과 경쟁력이 강화될 것으로 분석했다.

 

정량적으로는 인건비 7억 9,000만 원, 운영비 5억 2,000만 원 등 연간 13억 원의 예산이 절감되고, 1인당 매출액과 총 자산액은 5.4% 증가되는 것으로 나타났다.

 

울산인재평생교육진흥원은 울산연구원과 시민대상 교육 사업이 유사하고, 평생교육 연구 역량을 강화하기 위해 울산연구원으로 흡수통합하는 방향이 제시됐다.

  

정량적으로는 인건비 2억 5,000만 원, 운영비 6억 3,000만 원 등 연간 9억 원의 예산이 절감되고, 1인당 매출액 및 총 자산액은 3.3% 증가하는 것으로 분석했다.

  

이에 따라 이들 6개 기관을 3개로 통폐합 시, 민선 8기 4년 동안 120억 원 이상의 예산 절감은 물론 유사ㆍ중복적인 사업의 일원화를 통한 공공서비스 범위 확대와 상승(시너지) 효과가 극대화가 될 것으로 예상된다.

  

울산시는 이번 연구결과를 바탕으로 구조조정 시 고용승계 원칙 하에 기관별 특성과 상황을 고려한 세부적인 통합방안을 추진할 계획이다.

  

울산시 관계자는 “정부 공공기관 혁신방향에 맞춰 공공기관의 비효율성은 제거하고, 핵심사업은 강화해 나갈 것”이라며, “120억 원 이상 절감된 예산은 시민 복리증진을 위한 사업에 적극 활용하겠다.”라고 말했다.

  

한편, 복지 분야 공공기관 효율화를 위해 울산여성가족개발원과 울산사회서비스원을 통합한 ‘복지가족진흥사회서비스원’은 내년 1월 출범 예정이다.

This study was commissioned by the Ulsan Research Institute to eliminate administrative waste and inefficiency caused by similar and redundant functions of public institutions in accordance with the New Government's Innovation Guidelines for Public Institutions.

  

The research target was a public institution that received a 'C' grade or lower in the '22-year management evaluation or received a 'D' grade once and a 'C' grade more than twice in the last three years, focusing on the similarity and redundancy of functions and projects.

  

As a result of the study, the consolidation and abolition measures for the efficiency of public institutions are as follows.

 

First, the Ulsan Cultural Foundation and the Ulsan Tourism Foundation will be integrated into the Ulsan Cultural Tourism Foundation (tentative name).

 

The two institutions have similar service targets and projects, and when linking and integrating various projects, it is expected that the synergy effect through cultural and tourism convergence will be significant will be significant.

Quantitatively, the annual budget of 900 million won, including 310 million won in labor costs and 590 million won in operating costs, will be reduced, with per capita sales and total assets rising 5.3 percent.

 

The Ulsan Job Foundation and the Ulsan Economic Promotion Agency will be merged into the Ulsan Job Economy Promotion Agency.

 

The two organizations analyzed that "funds for companies" projects need to be integrated in duplicate, and economic efficiency and competitiveness will be strengthened when linking and integrating projects with employment maintenance and employment promotion.

 

Quantitatively, the annual budget of 1.3 billion won, including 790 million won in labor costs and 520 million won in operating costs, will be reduced, with per capita sales and total assets rising 5.4 percent.

 

Ulsan Human Resources Lifelong Education Promotion Agency has similar educational projects for citizens to Ulsan Research Institute, and it has been suggested to absorb and integrate with Ulsan Research Institute to strengthen its lifelong education research capabilities.

  

Quantitatively, the annual budget of 900 million won, including 250 million won in labor costs and 630 million won in operating costs, will be reduced, while per capita sales and total assets will increase 3.3 percent.

  

As a result, the consolidation of these six institutions into three is expected to maximize the scope of public services and synergy effect through the unification of similar and redundant projects as well as budget savings of more than 12 billion won over the four years of the eighth popular election.

  

Based on the results of this study, Ulsan City plans to push for detailed integration measures considering the characteristics and situations of each institution under the principle of employment succession during restructuring.

  

"In line with the government's direction of innovation in public institutions, we will eliminate inefficiency in public institutions and strengthen core projects," an Ulsan city official said. "We will actively use the budget saved more than 12 billion won for projects to promote citizens' welfare."

  

Meanwhile, the Welfare Family Promotion Social Service Center, which integrates the Ulsan Women's Family Development Institute and the Ulsan Social Service Center to streamline public institutions in the welfare sector, is scheduled to be launched in January next year.
