[시사뉴스 정윤철 기자]  울산광역시교육청(교육감 노옥희)이 21일부터 25일까지 5일간 울산교육청 전 소속기관 대상으로 ‘2022년 재난대응 안전한국훈련’을 실시한다.

 

‘재난대응 안전한국훈련’은 행정안전부 주관으로 중앙부처, 지자체, 공공기관, 국민이 참여하며 풍수해, 화재, 폭발 등 재난에 효과적인 대응을 위한 역량강화 및 재난관리책임기관 간 공조‧협력체계 구축을 목표로 실시하는 범국가적 종합훈련이다.

 

울산교육청은 최근 연이어 발생한 안타까운 사건 사고로 학교 현장에 대한 재난훈련 및 안전교육의 중요성이 그 어느 때보다 강조되고 있는 점을 감안해 올해 재난대응 안전한국훈련 때 각급학교 현장 훈련 기간을 11월 한 달간으로 늘려 두 차례 이상 실제 훈련이 시행되도록 안내했다.

 

또, 지난 2년간 코로나19 상황 등으로 학교 현장 훈련을 축소, 실제 훈련이 미흡했던 점을 개선하고자 다양한재난 상황을 가정하고 학교별 여건을 반영하여 학생‧교직원이 시청각(동영상) 교육이 아닌 체험(참여)형 안전교육을 실시하도록 당부했다.

  

울산교육청은 각급 기관(학교)의 실제적인 안전교육을 통해 신속한 대응체계를 갖추고, 학생과 교직원 개개인의 재난대응 역량을 높여 각종 재난 발생 시 학생과 교직원의 피해를 줄일 수 있을 것으로 내다봤다.

 

약사가온유치원을 비롯한 유치원, 특수학교 등 안전 취약계층이 이용하는 교육시설의 경우 21일 대응 훈련이 집중적으로 실시되며, 23일은 남산초등학교와 옥동119안전센터가 합동 소방훈련을 실시한다.

 

이날 훈련에는 교육감 또는 부교육감이 각 현장 훈련에 참여하여 훈련 강평을 통해 참가자들에 실제 훈련의 중요성을 강조할 예정이다.

 

한편, 울산교육청은 ‘재난대응 안전한국훈련’은 1일차 21일 교육감 주재로 태풍 예비특보 및 경보발령에 상황 발생을 가정한 학생 및 시설물 안전대책 토론훈련을 시행한다.

 

2~3일차(22~23일)에는 방사능재난 대응 학생‧교직원 보호 대책을 점검하는 참여형 토론훈련과 학교 현장 훈련을 진행하고 4~5일차(24~25일)에는 직원대상 VR기기를 활용한 방사능 대피 가상훈련 등을 진행한다.

 

훈련 기간 동안 고리, 월성 원전과 인접한 울산지역의 특수성을 반영하여 지진으로 인한 2차 화재 발생 시 대피 요령 및 방사능 재난에 대비한 실내 대피 후 행동요령 등을 익힐 수 있도록 다양한 재난 상황에 따른 대응 역량을 강화할 계획이다.

 

또한, 화재가 불시에 발생하는 만큼 이를 대비해 울산교육청 자체 소방대피 훈련도 불시에 진행할 예정이다.

 

울산교육청은 지난 11월 1일, 8일, 11일 3일간 원전 및 화학단지 인근 학교 학부모 60명을 대상으로 재난에 강한 학교 및 지역사회를 만들기 위해 학부모 연수를 실시했다.

 

연수는 다양한 재난 상황에서 스스로를 지키기 위한 행동요령과 일반인이 접하기 힘든 심폐소생술, 재난 상황에 대비한 재난(생존)가방 꾸리기 실습 등으로 진행됐고, 참여한 학부모의 만족도(매우만족 93%)도 매우 높게 나온 바 있다.

 

또, 지난 7일 울주군과 함께 방사능재난 합동훈련을 추진하여 서생면 소재 명산초등학교 학생‧교직원 150명을 30km 떨어진 구호소인 상북중학교로 대피시켜 실제 소요되는 시간 등을 검증하고, 실제 구호소 운영과정에서 발생할 수 있는 문제점을 찾아 현장 매뉴얼에 반영될 수 있도록 힘썼다.

 

노옥희 교육감은 “이번 훈련을 계기로 학교 및 유관기관과 긴밀한 협력체계 구축뿐만 아니라 학생 및 교직원 재난 대응 역량을 제고하여 안전 문화가 확산되는 데 최선을 다하겠다”고 말했다.

In addition, in order to reduce school field training and improve the lack of actual training due to the COVID-19 situation over the past two years, students and faculty members were asked to provide experience (participation) safety education, not audiovisual (video) education, assuming various disaster situations.

  

The Ulsan Office of Education predicted that it would be able to reduce the damage to students and faculty in the event of various disasters by establishing a rapid response system through actual safety education of various institutions (schools).

 

In the case of educational facilities used by vulnerable groups such as pharmacist Gaon kindergartens, kindergartens, and special schools, response training will be conducted intensively on the 21st, and Namsan Elementary School and Okdong 119 Safety Center will conduct joint fire drills on the 23rd.

 

The superintendent of education or vice superintendent of education will participate in each on-site training to emphasize the importance of actual training to participants through training lectures.

 

Meanwhile, the Ulsan Office of Education will conduct a discussion training on safety measures for students and facilities on the 21st of the first day, presided over by the superintendent of education.

 

On the 2nd to 3rd days (22nd to 23rd), participatory discussion training and school field training will be conducted to check measures to protect students and faculty in response to radioactive disasters, and on the 4th to 5th days (24th to 25th), radioactive evacuation virtual training will be conducted.

 

During the training period, the government plans to strengthen its ability to respond to various disaster situations so that it can learn how to evacuate in case of a secondary fire caused by an earthquake and how to act after indoor evacuation in case of a radioactive disaster.

 

In addition, as a fire occurs unexpectedly, the Ulsan Office of Education will conduct its own fire evacuation drill in preparation for this.

 

The Ulsan Office of Education conducted parent training for 60 parents from schools near nuclear power plants and chemical complexes for three days on November 1, 8 and 11 to create disaster-resistant schools and communities.

 

The training was conducted with action tips to protect oneself in various disaster situations, cardiopulmonary resuscitation that is difficult for the general public to access, and practice in packing a disaster (survival) bag in preparation for disaster situations, and the satisfaction of parents (93%) who participated was very high.

 

In addition, on the 7th, 150 students and faculty members of Myeongsan Elementary School in Seosaeng-myeon were evacuated to Sangbuk Middle School, a relief center 30km away, and problems that may occur in the operation process of the relief center were found and reflected in the field manual.

 

Superintendent Roh Ok-hee said, "With this training, we will do our best to spread the safety culture by enhancing students and faculty's ability to respond to disasters as well as establishing a close cooperation system with schools and related agencies."
