[시사뉴스 정윤철 기자] 울산교육청(교육감 노옥희)이 ‘교육주체로서 학부모의 바람직한 역할 및 참여’를 주제로 한 하반기 학부모원탁토론회를 성공적으로 마무리했다고 밝혔다.
토론회는 지난 10월 28일부터 11월 2일까지 4일간 울산광역시교육연구정보원 박상진홀에서 초·중·고·특수학교 학부모회 대표 및 희망 학부모 247명을 대상으로 열렸다.
학부모원탁토론회는 학부모가 주체적이고 자발적으로 학부모회를 운영할 수 있는 역량을 키우고, 교육공동체로 인식을 높이고 학교참여 문화를 확산하기 위해 해마다 실시되고 있다.
이날 2022년 학부모 학교참여 활성화 우수사례로 선정된 상진초, 동대초, 두왕초, 굴화초, 범서초에 교육감 표창을 수여하고 사례 공유 시간도 가졌다.
토론회 진행방식은 퍼실리테이터 교육과정을 이수한 학부모회컨설팅단 11명이 원탁별(5-9명)로 1명씩 배정되어 토론 진행을 돕고, 브레인스토밍 등의 기법으로 참여자 중심의 의견을 적극적으로 도출하는 방식으로 진행했다.
한편, 그동안 울산교육청에서는 학부모회가 학교 교육활동에 참여하고 바람직한 교육공동체 역할을 할 수 있도록 학교 학부모회 구성 및 운영 지원, 학부모회실 구축비(선정 교당 700만원) 예산지원, 학부모회 컨설팅 지원 등을 이어왔다.
또, 일선 학교에서 학부모회를 효율적으로 운영할 수 있도록 학부모회 운영 매뉴얼과 리플렛을 배포하였고,‘학부모 학교참여 사업비(학교 교당 200만원, 유치원 원당 100만원 이상)’를 편성하고 집행의 편리를 위해 물품구입비 등을 개산급으로 지급토록 안내했다.
노옥희 교육감은 인사말을 통해 “이번 원탁토론회로 울산 관내 학부모회 간 학부모 학교참여 활동사례를 공유하고 소통하여, 학교와 학부모회의 상생을 위한 발전적 방향을 모색하는 자리가 되기를 바란다”고 밝혔다.
이어“사회가 급변하고 다양한 문화가 공존하는 미래사회에 잘 적응할 수 있는 우리 아이들로 함께 키워내기 위해 교육주체인 학부모로서 어떤 역할과 참여를 해야할 지에 대한 다양한 의견과 학부모와 학교가 함께 성장하고 협력해 나갈 수 있는 여러 가지 방안들을 적극적으로 검토하여 최대한 교육정책에 반영하도록 하겠다”고 덧붙였다.

The debate was held at Park Sang-jin Hall of the Ulsan Metropolitan City Education Research Information Center for 4 days from October 28 to November 2 for 247 representatives of the parents' association of elementary, middle, high and special schools and desired parents.
The parent roundtable discussion is held every year to foster the ability of parents to run parents' associations independently and voluntarily, raise awareness as an educational community and spread the culture of school participation.
On the same day, Sangjin Elementary School, Dongdae Elementary School, Duwang Elementary School, Gulhwa Elementary School, and Beomseo Elementary School, which were selected as excellent cases for promoting parents' participation in school in 2022, were awarded and cases were shared.
The discussion was conducted by 11 parents' association consulting groups who completed the facilitator curriculum were assigned one by one (5-9 students) to help conduct the discussion and actively derive participant-centered opinions through brainstorming.
Meanwhile, the Ulsan Office of Education has continued to support the formation and operation of school parents' associations so that they can participate in school education activities and serve as a desirable educational community, budget support for the construction of parents' rooms (7 million won per selected school), and consulting support.
In addition, parents' association management manuals and leaflets were distributed so that parents can efficiently operate the parents' association, and parents' school participation project expenses (2 million won per school and more than 1 million won per kindergarten) were organized and the purchase cost of goods was paid as an estimated salary for convenience.
Superintendent Roh Ok-hee said in a greeting, "We hope this roundtable discussion will be a place to share and communicate cases of parent school participation among parents' associations in Ulsan to seek developmental directions for co-prosperity between schools and parents' associations."
He added, "We will actively review various opinions on what role and participation should be made as parents and various ways for parents and schools to grow and cooperate together to raise our children who can adapt to a future society where society changes rapidly and diverse cultures coexist."
