[시사뉴스 강영진 기자] 경상북도의회 교육위원회(위원장 윤승오)는 제336회 제2차 정례회 기간인 11월 8일부터 11월 21일까지 14일간 경상북도교육청 본청과 직속기관, 교육지원청에 대한 2022년도 행정사무감사를 실시한다.

 

행정사무감사는「지방자치법」제49조와「경상북도의회 행정사무감사 및 조사에 관한 조례」에 따라 실시되는 것으로 이번 감사에서는 주요 현안사업 추진현황과 실적, 사회적 이슈에 대한 대응 실태 등을 집중 점검할 예정이다.

 

감사 첫날인 11월 8일(화) 경상북도교육청 본청 감사에 앞서 윤승오 위원장(영천)은 인사말을 통해 “행정사무감사는 교육행정 전반에 대한 실태를 파악하여 우수사례는 발전시키고, 의정 및 입법활동에 활용하여 경북교육이 한층 더 발전할 수 있는 방안을 모색하는데 그 목적이 있다.”고 말하면서 감사위원들에게 심도 있는 감사를 주문했다.

 

 

이날 감사위원들은 경상북도교육청의 교육정책에 대한 다양한 의견 제시와 더불어 업무 추진에 대한 질타를 이어갔다.

 

윤종호 부위원장(구미)은 “퇴직교원의 상당수가 기간제 교사로 재취업하고 있다”라고 말하며 교육질 향상을 위한 올바른 대책을 요구하였으며, 고위공직자 관사 운영비에 대하여 언급하며 직접 관리비를 내는 등 “공직자가 모범이 될 수 있도록 해달라”며, 2023년 존속기한이 종료되는 공무원주택임차기금에 대한 후속 대책을 주문했다.

 

권광택 위원(안동)은 최근 안타까운 사고가 있었는데 다중밀집 사고와 관련하여 학생 안전교육을 요구하며 “안전체험기관이 재난, 교통상황 위주로 구성되어 있어 군중밀집체험과 같은 교육도 설치·구성할 필요가 있다”고 하였으며, 그린스마트 사업과 관련하여 선정 기준에 대해 질의하며 기존 시설비 투자가 많은 학교가 그린스마트 사업에 선정되면 예산 낭비가 될 수 있어 선정시 심사숙고하여야 하며, 안동 강북-강남간 교육불균형 해소를 위한 학교 위치 이동 추진경과에 대해 질의하며 조속한 추진을 요구했다.

 

김홍구 위원(상주)은 학교운동부 진로캠프 운영 방식 및 학교 앞 작은미술관 사업에 대해 질의하였고, 스마트기기 보급 구매방식 및 하자관리에 대해서는 적절한 입찰 방식을 검토하여 예산을 절감할 수 있는 방안을 강구하도록 요청했다.

 

배진석 위원(경주)은 교육공무직원 중 체육, 원어민 강사 등 수당이 오랜 기간동안 변화가 없다고 지적하며 처우개선을 요구하였다. 또한 교육청에서 시행한 연구용역이 대부분 지역 대학교에 한정되어 있어, 해외나 다양한 연구기관에 의뢰하는 방법을 검토해달라 주문하였으며, 다문화 부적응 학생의 집계가 실제와 상이한 점을 지적하며 배려와 대책이 필요하다고 말하였으며, 정당법 개정과 관련하여 정당에 가입한 학생에 대한 교육 및 대처에 대해서 질의했다.

 

손희권 위원(포항)은 저출산으로 인한 학령인구감소에 대한 대책을 요구하며, “학생수는 줄어들고 있지만 늘어나는 교원수에 대해서도 적절한지 살펴봐야한다”고 말하였다. 또한 “최근 김천에서 발생한 공직자 기강 해이 및 교원내 부적절한 관계로 인한 자체감사가 학부모님들이 납득할만한 징계가 이루어 질 수 있을지 의문”이라며 올바른 감사를 요구했다.

 

정한석 위원(칠곡)은 학교운영위원회 초과연임에 대해 지적하며 위반횟수가 많은 안동을 비롯하여 학교운영위원회에 대해 전반적인 점검을 요청하였다. 또한 “최근 칠곡 순심여자중학교가 병설에서 단설중으로 전환해야한다는 여론이 있는데, 이같이 단설로 전환 추진중인 현황을 질의하며 중앙부처 지침이나 타·시도의 지침과 함께 면밀히 검토해야 한다“고 말했다.

 

조용진 위원(김천)은 옥상 방수 공사의 공법에 따른 단가 및 동일 업체임에도 불구하고 지역, 학교에 따라 공사단가의 확연한 차이에 대해 지적하며 관련 서류를 제출 요구하였으며, ”이러한 상황에 위법한 금전적 이득이 없었는지 반드시 살펴봐야 한다“고 말했다.

 

차주식 위원(경산)은 온학교 교육회복학습지원사업과 관련하여 홍보 및 만족도 조사 등을 활용해 학생들이 코로나19 이후 학습결손이 생기지 않도록 교육청에서 노력해줄 것을 각별히 당부하였으며, 긴급복지119시스템에 대한 추진방향 및 사업집행 전반에 대해서 자료요구하며, 생활관 스프링클러 설치 미흡에 대해 지적하며 조속한 설치를 요구했다.

 

황두영 위원(구미)은 시낭송 페스티벌같이 다채로운 행사를 변방지역에도 접할 기회가 생겼으면 좋겠다고 말했으며, 비산초 축구부 관련 도민제보에 대해서 집행부의 파악 및 대응책과 구미교육청 이전 공사에 대한 신속한 사업 진행을 요구하였다. 또한 지자체에서 교육청으로 지원하는 금액이 온전히 학생들에게 혜택이 갈 수 있도록 살펴봐달라고 하며, 체육관 시설 등에 대해서도 학습권 침해가 안되는 범위내에서 주민들에게 개방할 수 있도록 요청했다.

 

마지막으로 윤승오 위원장(영천)은 행정사무감사와 관련한 통계, 자료미흡 등을 지적하며 충실한 자료준비 및 위원들의 지적사항에 대해 적절한 조치방안을 마련할 것을 요구했다.

 

경상북도의회 교육위원회는 수요일(9일)부터는 영덕교육지원청을 비롯한 12개 교육지원청 및 6개 직속기관에 대한 현지감사를 실시하게 된다.

Prior to the audit of the main office of Gyeongsangbuk-do Office of Education on November 8 (Tue), Chairman Yoon Seung-oh (Youngcheon) said in a greeting, "The purpose of the audit is to identify the overall status of education administration and develop best practices and use it for legislative and legislative activities."

 

On this day, the audit committee members continued to criticize the Gyeongsangbuk-do Office of Education's educational policy, along with presenting various opinions.

 

Vice Chairman Jongho Yoon said, "Many retired teachers are re-employed as fixed-term teachers," and asked for correct measures to improve the quality of education, and asked for follow-up measures to the Civil Service Housing Lease Fund, which expires in 2023, by paying for the management fee.

 

Kwon Kwang-taek (Andong) recently asked for safety education for students in relation to multiple accidents, saying, "Safety experience institutions are composed mainly of disasters and traffic situations, so we need to set up and organize education such as crowd-intensive experience."

 

Kim Hong-gu (Sangju) asked about the school sports department's career camp operation and the small art museum project in front of the school, and asked for measures to reduce budget by reviewing appropriate bidding methods for smart device supply and defect management.

 

Bae Jin-seok (Gyeongju) called for improved treatment, pointing out that the allowances for physical education and native English instructors among education officials have not changed for a long time. Most of the research services conducted by the Office of Education were limited to local universities, so they asked overseas or various research institutes to review the method. They pointed out that the number of multicultural maladjusted students was different from the reality.

 

Sohn Hee-kwon (Pohang) called for measures to reduce the school-age population due to the low birth rate, saying, "The number of students is decreasing, but we need to see if it is appropriate for the increasing number of teachers." He also called for a proper audit, saying, "It is questionable whether the recent self-audit in Gimcheon due to lax discipline in public officials and inappropriate relationships within teachers will result in disciplinary action that parents can understand."

 

Member Jeong Han-seok (Chilgok) pointed out the excessive reappointment of the School Steering Committee and requested an overall inspection of the School Steering Committee, including Andong, which has a large number of violations. In addition, "There is a public opinion that Chilgok Sunsim Girls' Middle School should switch from annexation to short-term, and it should be carefully reviewed along with guidelines from central ministries or other cities and provinces."He said.

 

Cho Yong-jin (Kim Cheon) asked for related documents, pointing out the obvious difference in the unit price according to the roof waterproofing construction method and the construction cost depending on the region and school.He said.

 

Regarding the on-school education recovery learning support project, member Cha Joo-sik (Gyeongsan) asked the education office to make efforts to prevent students from learning losses after COVID-19, asked for data on the direction and overall project execution of the emergency welfare 119 system, and asked for installation as soon as possible.

 

Hwang Doo-young (Gumi) said, "I hope there will be an opportunity to experience various events such as the Poetry Recitation Festival in the suburbs, and asked for the executive's understanding and countermeasures for the Bisancho soccer team's relocation project." It also asked local governments to look at the amount of support provided to the Office of Education so that it could fully benefit students, and to open gym facilities to residents to the extent that it did not infringe on their right to learn.

 

Finally, Chairman Yoon Seung-oh (Yeongcheon) pointed out statistics and insufficient data related to administrative audit and called for faithful data preparation and appropriate measures to be taken against the committee members' points.

 

The Gyeongsangbuk-do Council's education committee will conduct on-site audits of 12 education support offices and six direct agencies, including the Yeongdeok Office of Education, from Wednesday (9th).
