[시사뉴스 정윤철 기자] 울산시 울주군이 5일 군청 8층 비둘기홀에서 영남알프스케이블카㈜와 ‘영남알프스 케이블카 개발사업 실시협약’을 체결했다.
이번 실시협약은 사업시행자인 영남알프스케이블카㈜와 향후 사업 시행에 필요한 업무협조 및 권리·의무사항 등을 규정하기 위해 추진됐다.
영남알프스 케이블카 개발사업은 총 사업비 644억원을 들여 전액민자로 추진하며, ‘공유재산 및 물품 관리법’에 따라 기부채납 후 무상사용허가 방식으로 시행한다.
사업 준공과 동시에 건축물, 시설물, 토지 등은 울주군으로 소유권이 이전되며, 사업시행자는 20년 동안 무상으로 사용하게 된다. 케이블카 이용요금은 운영 개시 전 협의해 확정한다.
노선은 복합웰컴센터에서 신불산 억새평원 일대 약 2.472㎞ 구간이며, 삭도유형은 1선 자동순환식이다. 시간당 최대 1천500명 탑승이 가능한 10인승 캐빈 50여대로 운영할 계획이다.
주요 시설은 케이블카를 비롯해 상·하부정류장, 주차장 및 편의시설이 포함되고, 구체적인 시설 규모는 실시설계 시 결정한다.
상부정류장과 케이블카 노선은 환경훼손을 최소화하기 위해 낙동정맥을 벗어난 신불재 남서측 해발 약 850m에 위치하며 친환경적인 공법으로 추진한다.
향후 실시설계, 환경영향평가 등 행정절차를 거쳐 내년 하반기 착공, 2025년 하반기 준공할 예정이다.
영남알프스케이블카㈜ 손호태 대표이사는 “공식 사업시행자로 지정된 만큼, 본격적으로 사업 추진에 전력해서 최소한의 선택적 개발과 적극적 환경보전으로 자연생태환경에 적합한 친환경 케이블카를 조성하겠다”며 “기존 관광시설과 시너지 효과를 극대화하고, 울주군 관광 활성화 및 체류형 관광지 발전에 기여하도록 최선을 다하겠다”고 말했다.
이순걸 울주군수는 “울산을 대표하는 산악관광지인 영남알프스에 케이블카 사업을 추진해 침체된 지역경제 활성화와 관광객 유입, 민간투자 유치 등의 효과가 기대된다”며 “케이블카 사업을 성공적으로 완수할 수 있도록 민간사업자와 협력해 사업 추진에 만전을 기할 것”이라고 밝혔다.
Ulju-gun, Ulsan, signed an "Yeongnam Alps Cable Car Development Project" with Yeongnam Alps Cable Car Co., Ltd. at the Pigeon Hall on the 8th floor of the county office on the 5th.
This implementation agreement was promoted to stipulate business cooperation, rights and obligations necessary for future project implementation with Yeongnam Alps Cable Car Co., Ltd.
The Yeongnam Alps cable car development project will be carried out with a total project cost of 64.4 billion won as a full-scale private capital, and will be implemented in a free use permit method after receiving donations in accordance with the Public Property and Commodity Management Act.
Upon completion of the project, ownership of buildings, facilities, and land will be transferred to Ulju-gun, and the project operator will use them free of charge for 20 years. The cable car usage fee will be confirmed after consultation before the operation begins.
The route is about 2.472km from the complex Welcome Center to the Sinbulsan Mountain Eoksae Plain, and the cableway type is one-line automatic circulation. It plans to operate about 50 10-seater cabins that can accommodate up to 1,500 people per hour.
Major facilities include cable cars, upper and lower stops, parking lots, and convenience facilities, and the specific size of the facilities will be determined during the implementation design.
The upper stop and cable car route are located about 850m above sea level on the southwest side of Sinbuljae Pass outside the Nakdong vein to minimize environmental damage, and are promoted with eco-friendly construction methods.
Construction will begin in the second half of next year and be completed in the second half of 2025 after administrative procedures such as implementation design and environmental impact assessment.
"As we have been designated as an official project operator, we will do our best to create eco-friendly cable cars suitable for the natural ecological environment by minimizing selective development and active environmental preservation," said Son Ho-tae, CEO of Yeongnam Alps Cable Car.
"We expect the cable car project to revitalize the sluggish local economy, attract tourists, and attract private investment by promoting the cable car project in Yeongnam Alps, Ulsan's leading mountain tourist destination," said Lee Soon-gul, head of Ulju County.
